Suspicious Approach 50nm NW of Luanda Anchorage

Reporting indicates that the SEA EMPEROR reported a suspicious approach by a white skiff with 8 persons on board. A ladder was also reported onboard. Following evasive maneuvers the skiff was alleged to have discontinued its approach.

This is the second incident recorded in Angola’s EEZ within 2020. A previous boarding incident was reported at the Luanda anchorage on the 15 Feb 20 and was recorded as a boarding for theft. Historically, incidents within Luanda have been limited to vessels being boarded for petty theft. The report of a vessel being approached by a skiff containing 8 personnel with ladders sighted is an irregular event for this location.
